Springwater taxpayers on the hook for $450K after Mayor uses strong-mayor powers to dismiss CAO

According to Simcoe.com, the dismissal of Springwater’s former CAO is expected to cost taxpayers more than $450,000, before legal expenses.

Some employment details must remain confidential. I understand that. My concern is the amount of authority given to one person through strong mayor powers.

Those powers allowed the CAO to be appointed, then dismissed months later, without council debating or voting on the decision.

Regardless of anyone’s view of this specific case, no single elected official should have that level of unilateral authority. Decisions with major financial and organizational consequences should face council oversight and public accountability.

At the last council meeting, Councillor Garwood criticized the roughly $13,000 cost of an Integrity Commissioner investigation involving him, saying it had “no tangible benefit” and came at a “significant cost” to taxpayers. Concern was also raised about the approximately $29,000 cost of a separate investigation involving the mayor.

Councillor Garwood is right. Those costs deserve scrutiny. So does a decision that costs us $450,000, potentially more when you take legal costs into account. Accountability cannot and should not depend on who made the decision or who was personally affected by it.

In my view, strong mayor powers weaken the checks and balances residents should expect from local government. They create too much room for major decisions to be made without the proper scrutiny.

Confidentiality may limit what can be said about the personnel matter, but taxpayers still deserve a full accounting of the costs.

Springwater deserves transparent government, responsible spending, and decisions made through proper oversight, not concentrated in one office, with one person.
